About the Law Department
The City of Pittsburgh Department of Law serves as general counsel to the entire City government, advising the Mayor, City Council, city officials and employees, departments, agencies, boards, and commissions. Our attorneys represent the City in litigation at trial and on appeal in state and federal courts, and handle a broad range of transactional, legislative, and operational matters. We are located in the City-County Building — Pittsburgh’s City Hall — at 414 Grant Street, 3rd Floor, Pittsburgh, PA 15219. We offer a dynamic, collegial environment with the opportunity to work on high-impact matters involving significant legal and public policy issues for Pennsylvania’s second largest city.
The Positions
Labor & Employment: Our Labor & Employment attorneys advise and represent the City across all aspects of labor and employment law, serving a workforce of over 3,000 employees across City departments. Attorneys handle collective bargaining negotiations, grievance administration, labor arbitrations, and proceedings before the Pennsylvania Labor Relations Board (PLRB), as well as litigation and administrative proceedings in state and federal courts. Attorneys also advise on the management of non-union employees and provides strategic counsel on workforce policy and compliance with local, state, and federal law.
Federal Litigation: Our Federal Litigation attorneys represent the City, its departments, elected and appointed officials, boards, commissions, and employees in complex civil rights and constitutional litigation in federal trial and appellate courts. Attorneys defend actions under 42 U.S.C. § 1983, Monell municipal liability claims, federal discrimination laws, intentional tort claims, and other cases involving federal law, handling a broad range of matters implicating constitutional, statutory, and regulatory issues.
State Litigation: Our State Litigation attorneys represents the City across the full range of state court proceedings, from the Allegheny County Court of Common Pleas through the Pennsylvania Supreme Court, as well as before municipal boards, commissions, and Magisterial District Judges. Representative matters include tort defense, challenges to City legislation, zoning appeals, real estate litigation, and injunctions.
What All Three Roles Have in Common
Across all three positions, our attorneys:
Manage a varied caseload from initial assessment through resolution
Negotiate settlements and advise on litigation/labor strategy
Provide strategic legal advice to City departments and officials on risk mitigation, policy development, and legal compliance
Work collaboratively in a fast-paced environment on matters with real public impact
All positions require a Juris Doctorate and an active Pennsylvania bar license All applicants must submit a complete application including a resume, cover letter, and writing sample. References will be requested at the interview stage. Official transcripts verifying post-secondary education are required prior to hire; law school transcripts must be submitted prior to interview.
Applicants must become and remain residents of the City of Pittsburgh prior to and throughout employment. The City conducts pre-employment background investigations on all candidates, including criminal background, driver’s license, and City real estate tax payment status.
No written, performance, or medical examinations are required for these positions.
