The General Counsel & Chief Compliance Officer (GC & CCO) oversees the legal team within the Legal Department and all legal and compliance activities within Clean Water Services. This executive-level position provides legal advice on complex and dynamic legal, regulatory, and business matters related to wastewater treatment, stormwater management, watershed enhancement, general water resource recovery issues, and District business and operations claims and litigation. In conjunction with CWS’ subject matter experts, the GC & CCO develops, implements, and monitors the compliance program and ensures it reflects the organization’s unique compliance requirements.
As a member of the Strategic Advisory Group (SAGE), the GC & CCO effectively collaborates with peer executives on an integrated approach to implement district policies, strategic planning and roadmaps, performance excellence, and management initiatives to support Clean Water Services’ mission, vision, and values. The GC & CCO participates in the annual budget and monitoring process and oversees the operational and financial performance of responsible departments and programs.
The GC & CCO prepares legal opinions, resolutions, ordinances, and contracts for Clean Water Services. This position researches, mediates, resolves, and advises the District on a wide range of complex, controversial, and sensitive legal and compliance matters, including environmental, public sector governance, employment and labor, contracts, real property, insurance, and other issues as they arise. The GC & CCO identifies and maintains knowledge of existing and developing laws and regulatory compliance requirements and uses that knowledge to anticipate and identify emerging legal issues and develop strategies and approaches for the District’s benefit. This position also oversees the records and public disclosure obligations and activities and ensures timely and accurate responses. The GC & CCO oversees and directs the management of all litigation and manages and coordinates with external legal counsel as needed.
Compensation and Benefits
The expected hiring range is $172,984 - $217,714 annually, depending on qualifications, with an excellent benefits package. Qualifications
Extensive experience as legal counsel with statutes, rules, and regulations pertaining to wastewater treatment, stormwater management, water quality standards, and general business operations along with knowledge of federal, state, and local environmental regulations and operating frameworks. Familiarity with the administration of regulatory compliance programs is essential. Direct knowledge of legislative and political processes affecting sewerage or utility systems and funding is ideal.
A Juris Doctor degree from an accredited law school and an active membership in good standing with the Oregon State Bar Association or licensed in a state with reciprocal admission. Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Upon selection, candidates must possess and maintain a valid State-issued driver’s license.
