JOB SUMMARY:
This position requires a responsible attorney, licensed in the State of Maryland, to perform professional legal work for The City of Frederick. This position will provide legal services to designated boards, commissions, and departments of The City of Frederick and will assist the City Attorney in handling other legal matters of the City as assigned. Work is performed with latitude for independent professional action and decision but is subject to the supervision of the City Attorney.

Essential Duties and Responsibilities

• Advises City boards and commissions as assigned and attends public hearings and other meetings as necessary.
• Investigates complaints and claims by or against the City.
• Provides legal opinions and advice to City staff.
• Represents city staff before administrative boards and commissions.
• Prepares and reviews legal documents and negotiates the terms of legal agreements.
• Drafts ordinances, resolutions, policies, and regulations.
• Conducts legal research and analysis.
• Represents boards and commissions in circuit court or appellate court in matters arising out of petitions for judicial review.
• Prepares pleadings, participates in the preparation of cases for litigation, coordinates with outside counsel, and negotiates the settlement of disputes.
• Assists with the resolution of questions or concerns raised by city residents or businesses.
• Performs other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE:

• J.D. degree from an accredited law school. 
• Admission to the Maryland Bar. 
• Three (3) years of progressively responsible work as an attorney, or any equivalent combination of education and experience; preference may be given for governmental or administrative law experience. 

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):

• Computer literacy, including working knowledge of Office 365.
• Strong and effective public speaking skills. 
• Strong verbal and written communication skills. 
• Ability to understand and analyze legal facts and materials and to present logical and persuasive conclusions from that analysis. 
• Ability to conduct thorough legal research using Westlaw or other online legal research sources. 
• Ability to develop and maintain effective, courteous and responsive working relationships with City staff, the Mayor and Board of Aldermen, appointed officials, and the general public. 
• Ability to take initiative, work independently, report progress, recognize need for assistance from others, and propose solutions for problems. 

OTHER DESIRABLES:

• Experience representing a local or state government.
• Knowledge of and experience in administrative law, land use, and legislative drafting.
• Admission to the U.S. District Court for the District of Maryland.
