The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.
We have an excellent opportunity for a Senior Attorney who will report to the General Counsel and is responsible for providing legal guidance and recommendations on legal strategies and issues facing the Authority, particularly as it relates to contracts, construction litigation, liens, and employment law. In this role, you will be responsible for negotiating and drafting contracts for various matters, reviewing proposed and pending legislation and advising on its impact on the Authority, overseeing construction litigation matters, and assisting with the review, tracking and closing out of mechanic’s liens filed against SCA projects.
In this role, you will be responsible for negotiating and drafting license agreements, contracts, and memoranda of understanding. Providing representation to the Authority and guidance on claims mediation. Conducting legal research and drafting memos on legal issues with minimal direction to protect the interests of the Authority in situations where the laws, regulations and legal precedents may be unclear or ill defined. Providing general legal support to the Authority as required. Reporting to senior management on progress of matters handled. Reviewing and recommending changes to existing policies and procedures utilized in designated key divisions to improve compliance. Drafting assignment agreements between the Department of Education and the Authority. Representing the Authority at hearings on construction contracts, disputes and other matters. Providing legal advice pertaining to contract procedures. Performing related duties, as assigned.
Qualifications Required: A Juris Doctor degree from an accredited law school, a license to practice law in New York and six years of full time experience; four years must be in the areas of construction, contracts, litigation, or related field. Must possess leadership skills.
Qualifications Preferred: Diverse legal experience in a law firm, corporate legal department, and/or government agency handling construction, other contractual issues; and general business matters. Some labor and employment litigation experience. Excellent written and oral communication skills; problem solving and interpersonal skills; negotiation and drafting skills; and the ability to handle multiple projects and achieve results within expedited timeframes. Excellent organizational skills and attention to detail. Ability to work independently and take initiative, while keeping senior management apprised of the status of projects.
